The 20A outlet usually does not provide enough current to properly start the compressor. A 20A circuit provides as much current as the load draws and will easily provide thousands of amps. Short two wires together from a 20A receptacle and you will be arc welding with thousands of amps in no time. What you say is not correct, and – sorry – but its from a lack of understanding. Any air-conditioner that requires less than 20A is going to run fine on a 20A circuit with properly sized wiring, even if it draws 70A on startup.
The problem is likely due to the length and size of wire and the voltage drop at startup. I can see air-conditioner compressors being damaged from lowered voltage due to voltage drop on start-up.
